Delivering Hope for Children in street situations

In the context of persistent and complex child welfare challenges in the Philippines, the Delivering Hope Program (DHP), spearheaded by Childhope, stands as a strategic, data-informed, and compassionate initiative designed to protect, rehabilitate, and empower vulnerable children. The program is directly aligned with Sustainable Development Goals (SDGs) 1 and 3, which seek to end poverty in all its forms and ensure healthy lives and well-being for all. According to the 2024 joint report by National Government Agencies (NGAs) and the United Nations Children’s Fund (UNICEF), Situation of Children in the Philippines: Insights 2024, the country has experienced a notable decline in elementary school participation, with the Philippines ranking 125th out of 135 countries globally in primary net enrollment rate. Concerningly, 58.8% of children aged 1 to 14 reportedly experienced at least one form of violent discipline, and an estimated 513,000 children were engaged in child labor in the same year. These alarming statistics underscore the urgent need for a holistic, child-centered approach to child protection and development—a need that the DHP is effectively addressing.

Central to the DHP is a comprehensive, multi-tiered intervention framework that integrates psychosocial support, educational assistance, and access to critical government services. In 2024, the program facilitated 94 individual counseling sessions, 57 group counseling sessions, and 6 family counseling sessions, aimed at strengthening the mental health and emotional resilience of its child beneficiaries. Furthermore, 208 home visits and 19 school visits were conducted to ensure close monitoring and tailored interventions. The program also referred children for psychological evaluations and medical procedures and facilitated the issuance of legal documents such as birth certificates, national IDs, and passports. The inclusion of burial and material assistance further highlights the program’s responsiveness to the full spectrum of socio-economic challenges confronting street-involved and at-risk children. Through these strategic services, DHP bridges systemic gaps and reinforces the role of institutions in child development and protection.

The program further emphasizes the importance of emotional and behavioral development by equipping children with essential emotional regulation techniques, enabling them to manage stress, frustration, and trauma-related triggers. These skills are particularly vital for children exposed to abuse, neglect, peer bullying, and unstable home environments. Through continuous monitoring and support, DHP staff are able to intervene proactively when early signs of distress or behavioral regression emerge. The conduct of home visits by trained street educators offers critical insights into family dynamics and environmental stressors, enabling the design of individualized support plans. These visits also foster active parental engagement and accountability, thus promoting a more stable and nurturing home environment. This sustained and personalized approach ensures not only the mitigation of immediate risks but also the prevention of long-term developmental harm.

A distinctive feature of the DHP is its focused case management, which addresses the needs of children facing heightened risks, including sexual abuse, abandonment, child labor, and life on the streets. Based on the latest program, children have been placed under case management. The program’s emphasis on long-term, client-specific support affirms its commitment not only to immediate intervention but also to sustained recovery and successful societal reintegration.

Ultimately, the Delivering Hope Program envisions a future where children are no longer trapped in cycles of poverty, abuse, or neglect, but are instead empowered as active agents in shaping their destinies. By facilitating 499 instances of material assistance and supporting official documentation processes, the program restores children's access to social, educational, and legal systems. This restoration of identity and inclusion is fundamental to ensuring children's rights and opportunities are fully realized. As children are guided to set and pursue personal goals—both short-term and long-term—they are supported in envisioning a life beyond their current circumstances. The DHP thus serves as a replicable and scalable model for child development, one that is firmly anchored in human rights principles, national policy objectives, and the global sustainable development agenda.
