As we approach the start of disaster season on June 1, Puerto Rico stands at a critical moment and at an opportunity to act with intention and care. This year, preparedness is shaped not only by climate risk, but by a changing federal landscape. The weakening of Federal Emergency Management Agency and broader efforts to reduce public assistance will place additional pressure on families and local governments already navigating uncertainty. These shifts risk deepening existing inequalities, particularly for immigrant communities and others who have long been excluded from recovery systems.
And yet, even in this context, we know something powerful: communities in Puerto Rico have never waited for perfect conditions to prepare, respond, and care for one another. Disasters cannot be predicted with exact dates or times, but they can be prepared for. And preparation saves lives, homes, and futures.
At Ayuda Legal Puerto Rico, we are entering this season with clarity and purpose. On one hand, forecasts once again point to an active hurricane season reminding us of the urgency of what lies ahead. One significant event of rain is sometimes beyong our capabilities. On the other, we are responding to a deeper question emerging across our communities: how do we navigate disasters when support systems are uncertain or insufficient?
This is where legal accompaniment becomes essential. While legal aid does not replace immediate relief, it is a critical tool for survival and recovery. It allows families to access assistance, challenge wrongful denials, secure safe housing, and defend their right to remain in their homes and communities. It transforms confusion into clarity and isolation into collective support. At Ayuda Legal Puerto Rico we have seen, time and again, that when people understand their rights and have someone by their side, the path forward becomes possible. Our work continues: providing legal education before disasters strike, supporting families through complex recovery processes, and advocating for systems that protect rather than exclude.
