The Case Management Program of Nazhoen Lamtoen, supported provides vital protection and rehabilitation services for children in difficult circumstances (CIDC) and children in conflict with the law (CICL) across Bhutan. Operating through a referral-based system, cases are received from diverse stakeholders including the Royal Bhutan Police, PEMA Secretariat, RENEW Centres, schools, and community leaders. Each case undergoes systematic assessment, followed by tailored intervention across six phases: identification, assessment, planning, implementation, monitoring, and case closure.
Between 2023 and 2024 in Thimphu Dzongkhag, the program delivered interventions exceeding Nu. 373,570, spanning disability support, domestic violence, mental health, educational assistance, livelihood training, and rehabilitation for CICL. Highlights include support for disabled siblings at Draktsho, scholastic support for children from impoverished households, training sponsorships for teen mothers, and vocational rehabilitation for a 16-year-old CICL case. Many interventions extended beyond material aid, empowering parents and guardians through skill development and sustainable livelihood opportunities.
The report emphasizes the growing funding challenges due to shifting donor priorities, urging continued support to ensure that vulnerable children are not deprioritized. By combining compassion with coordinated action, Nazhoen Lamtoen works to restore dignity, resilience, and hope for children and families most at risk.
