CASE MANAGEMENT REPORT LIVELIHOOD, SCHOLASTIC, REINTEGRATION SUPPORT 2025 THIMPHU DZONGKHAG, ZHEMGANG, CHUKHA, DAGANA, PARO.
During this reporting period, Nazhoen Lamtoen continued its mission to protect, rehabilitate, and reintegrate children in difficult circumstances across Bhutan. With the generous support of GlobalGiving donors, we strengthened shelter services, enhanced psychosocial care, expanded diversion and reintegration efforts for Children in Conflict with the Law (CICL), and improved livelihood opportunities for vulnerable youth. Your contributions are directly transforming lives by providing safety, dignity, and a second chance for children who need it most.
2. Key Achievements 1.
Shelter & Basic Care Support •
Provided safe accommodation, nutritious meals, clothing, and healthcare to children residing at our Halfway Home.
• Ensured 24/7 supervision and child safeguarding measures.
• Strengthened case management and individualized care plans.
Impact: Children experienced improved emotional stability, regular school attendance, and a safe environment conducive to healing.
2. Reintegration & Diversion for Children in Conflict with the Law
• Facilitated diversion cases, preventing formal court processing and promoting restorative justice approaches.
• Facilitated reintegration of children in conflict with law
• Coordinated with local authorities, families, and community leaders to ensure structured follow-up. Impact: Reduced stigma, strengthened family bonds, and minimized repeat offending through community-based solutions.
3. Education & Skills Development
• Supported school enrollment and continued education for children in care.
• Facilitated vocational and life-skills training.
• Provided mentoring and psychosocial counseling sessions.
Impact: Youth gained confidence, practical skills, and clearer pathways toward independent and productive adulthood.
4. Community & Child Protection Capacity Building
• Conducted awareness sessions on child protection and prevention of abuse.
• Strengthened coordination with Child Protection Committees at the gewog level.
• Promoted gender-sensitive and trauma-informed approaches in programming.
Impact: Increased community awareness and strengthened local mechanisms to protect vulnerable children.
Stories of Change One 16-year-old beneficiary who had come into conflict with the law was at risk of dropping out of school permanently. Through diversion support, counseling, and family mediation facilitated by Nazhoen Lamtoen, she returned to school and is now actively attending school. Her relationship with his family has significantly improved, and he has expressed renewed hope for his future.
This transformation was made possible because donors believed in giving children a second chance.
Challenges Faced
• Rising cases of children needing psychosocial intervention.
• Limited long-term livelihood opportunities for older youth.
• Ongoing need for sustainable funding to maintain shelter operations and staff support. Despite these challenges, continued donor support has enabled us to maintain service quality and respond promptly to urgent child protection cases.
