PROJECT SUMMARY

Education for Serbia is committed to realising the vision set forth by the UN Sustainable Development Goal 4: to ensure inclusive, equitable and quality education for all, while promoting lifelong learning. Our approach involves the implementation of pedagogical designs aimed at enriching the educational experience with strong value-laden processes. Through these initiatives, we seek to empower children and youth to embrace social concepts that bolster opportunities in underserved and demand-driven communities.

At the heart of our educational framework, known as EDU4S, lies a child-focused and value-laden approach. This framework serves as a catalyst for transformative learning experiences in classrooms, schools and communities, enabling each child to reach their full potential. Central to our approach is the deployment of well-trained fellows who employ tailor-made integrative pedagogical concepts. These concepts are designed to instil values such as care, empathy, tolerance and appreciation of individual intricacies, thereby fostering a supportive environment that prevents peer violence and promotes collective leadership.

Our programme's overarching objective is to effect bottom-up change within the education system. We achieve this by recruiting, training and placing 20 of the nation's most promising young talents as teachers in schools across Serbia. These individuals serve as a dynamic teaching force, driving value-laden processes while nurturing their students' growth mindsets, collective leadership skills, socio-emotional competencies, well-being, resilience and a culture of justice, equity, diversity and inclusion. Throughout their journey, they receive mentorship and support from engaging experts in educational transformation, ensuring their continuous growth and effectiveness.

Our groundbreaking initiative to implement social-emotional learning across Serbia's underserved communities launched in September 2024, supported by a €77,000 grant from the San Paolo Charity Fund. In partnership with OpenCom, our Italian monitoring and evaluation partner, we are working to transform educational environments across 19 schools in remote, poverty-stricken areas. This targeted intervention, scheduled to run until June 2025, represents a significant step forward in our mission to combat peer violence and foster inclusive educational spaces.

PROBLEMATIC

The educational landscape in Serbia is characterised by a challenging juxtaposition of historical legacies and contemporary socio-economic vulnerabilities. Past conflicts and political turmoil have left a lasting impact, making reconciliation with the past a complex endeavour. Moreover, present-day issues such as poverty, youth unemployment and escalating violence in schools further compound the challenges faced by the education system.

These challenges are particularly acute in underserved and underrepresented communities, where children lack access to sustainable learning opportunities. In these contexts, education serves as a critical pathway for social mobility and empowerment. However, without adequate support, children in these communities are at risk of being left behind, perpetuating cycles of poverty and marginalisation.

To address these issues, there is a pressing need to embed a value-laden curriculum within the school culture. Such a curriculum goes beyond academic knowledge to prioritise the development of social-emotional competencies such as empathy, resilience and social responsibility. By instilling these values early on, schools can help students navigate life's challenges and become active contributors to their communities.

Despite efforts to reform the education system, Serbia continues to face significant obstacles, including a shortage of qualified teachers. This shortage, particularly pronounced in public schools and vulnerable areas, hampers efforts to provide quality education to all students. Without sufficient teachers to shape young minds and provide guidance, students are deprived of meaningful learning experiences that are crucial for their academic and personal development.

Addressing these challenges requires a multifaceted approach that encompasses investment in education, teacher training and curriculum development. Moreover, fostering partnerships between schools, communities and government agencies is essential for creating an inclusive and supportive educational environment. By prioritising education and providing the necessary resources and support, Serbia can empower its youth to overcome obstacles, fulfil their potential and contribute positively to society.

PROGRESS

In partnership with OpenCom, our social-emotional learning curriculum implementation across selected underserved communities in Serbia continues to advance despite emerging challenges. This initiative remains a cornerstone of our broader JEDI (Justice, Equity, Diversity and Inclusion) programme, which aims to combat peer violence and foster inclusive educational environments throughout the country.

Our cohort of 20 edu-leaders—highly educated, forward-thinking young professionals from diverse backgrounds—have been successfully deployed across our ten target communities. These talented individuals have begun transforming educational landscapes through their delivery of engaging lessons focused on social-emotional competencies. Their work represents the culmination of our rigorous recruitment and training process, designed to create a catalyst teaching force capable of navigating value-laden processes while developing growth mindsets, resilience to malign influence, media literacy and a culture of inclusion.

Since December 2024, our programme implementation has faced unprecedented challenges due to widespread social unrest across Serbia. Student-initiated peaceful protests have emerged in urban centres, with demonstrators advocating against violence and corruption. These movements have gained significant momentum, with teachers and principals joining to demand improved working conditions and social justice. Consequently, many schools have declared strikes and suspended operations until further notice.

While our target schools in remote, poverty-stricken areas have been less directly affected by school closures, they operate within a prevailing climate of disappointment, revolt and resistance to ministerial directives. This atmosphere has created both obstacles and unique opportunities for our edu-leaders, who must navigate complex social dynamics while delivering our curriculum.

Rather than viewing these circumstances as insurmountable barriers, we have encouraged our edu-leaders to frame them as valuable learning opportunities. We maintain that the current social movement represents a potentially pivotal moment in Serbia's educational history—one that our programme is uniquely positioned to address.

Our team has adopted the perspective that every crisis presents an opportunity for growth and development. The current social context provides not only a medium for teaching social-emotional competencies but also a real-world testing ground for their application. Our curriculum components on resilience, conflict resolution, and constructive civic engagement have taken on heightened relevance, allowing students to develop these skills within a meaningful contemporary context.

Programme Adaptations

In response to these evolving circumstances, we have implemented several strategic adaptations:

1. Our edu-leaders have received supplementary training on facilitating discussions about peaceful protest, democratic values and constructive civic engagement.
2. Workshop materials have been revised to incorporate case studies drawn from current events, helping students connect theoretical concepts with their lived experiences.
3. Additional community engagement sessions have been organised to maintain programme momentum in schools affected by strikes, ensuring continuity of learning despite institutional disruptions.
4. Monitoring and evaluation protocols have been enhanced to capture data on how social-emotional competencies manifest during periods of social tension, providing valuable insights for programme refinement.

Interim Outcomes

Despite these challenges, we have observed several encouraging developments:

• Students participating in our programme have demonstrated enhanced capacity for expressing their views constructively while respecting diverse perspectives.
• Several edu-leaders report that their workshops have become safe spaces for students to process their feelings about the current social climate.
• Programme activities focused on media literacy have proven particularly valuable, helping students critically evaluate information during this politically charged period.
• Local community support for the programme has strengthened, with many parents and community leaders recognising the value of social-emotional learning during times of social upheaval.

Looking Forward

As we progress toward our June 2025 conclusion, we remain committed to reaching our target of engaging over 10,000 children through workshops and counselling sessions. Our financial management systems continue to ensure efficient allocation of the San Paolo Charity Fund's €77,000 grant, with OpenCom providing robust monitoring and evaluation support.

We anticipate that the current social context, while challenging, will ultimately enrich our programme's impact by demonstrating the real-world application of JEDI principles. The establishment of sustainable JEDI-resilient environments within our participating schools remains our primary objective, with these institutions serving as models for future expansion.

Our vision of creating safe, nurturing educational spaces for all children, regardless of their circumstances or abilities, continues to guide our efforts. The resilience demonstrated by our edu-leaders and participating communities during this period of social transformation strengthens our conviction that this vision remains achievable, even—perhaps especially—in times of challenge and change.
