PROJECT SUMMARY

Education for Serbia is committed to realising the vision set forth by the UN Sustainable Development Goal 4: to ensure inclusive, equitable and quality education for all, while promoting lifelong learning. Our approach involves the implementation of pedagogical designs aimed at enriching the educational experience with strong value-laden processes. Through these initiatives, we seek to empower children and youth to embrace social concepts that bolster opportunities in underserved and demand-driven communities.

At the heart of our educational framework, known as EDU4S, lies a child-focused and value-laden approach. This framework serves as a catalyst for transformative learning experiences in classrooms, schools and communities, enabling each child to reach their full potential. Central to our approach is the deployment of well-trained fellows who employ tailor-made integrative pedagogical concepts. These concepts are designed to instil values such as care, empathy, tolerance and appreciation of individual intricacies, thereby fostering a supportive environment that prevents peer violence and promotes collective leadership.

Our programme's overarching objective is to effect bottom-up change within the education system. We achieve this by recruiting, training and placing 20 of the nation's most promising young talents as teachers in schools across Serbia. These individuals serve as a dynamic teaching force, driving value-laden processes while nurturing their students' growth mindsets, collective leadership skills, socio-emotional competencies, well-being, resilience and a culture of justice, equity, diversity and inclusion. Throughout their journey, they receive mentorship and support from engaging experts in educational transformation, ensuring their continuous growth and effectiveness.

Our groundbreaking initiative to implement social-emotional learning across Serbia's underserved communities launched in September 2024, supported by a €77,000 grant from the San Paolo Charity Fund. In partnership with OpenCom, our Italian monitoring and evaluation partner, we are working to transform educational environments across ten schools in remote, poverty-stricken areas. This targeted intervention, scheduled to run until June 2025, represents a significant step forward in our mission to combat peer violence and foster inclusive educational spaces.

PROBLEMATIC

The educational landscape in Serbia is characterised by a challenging juxtaposition of historical legacies and contemporary socio-economic vulnerabilities. Past conflicts and political turmoil have left a lasting impact, making reconciliation with the past a complex endeavour. Moreover, present-day issues such as poverty, youth unemployment and escalating violence in schools further compound the challenges faced by the education system.

These challenges are particularly acute in underserved and underrepresented communities, where children lack access to sustainable learning opportunities. In these contexts, education serves as a critical pathway for social mobility and empowerment. However, without adequate support, children in these communities are at risk of being left behind, perpetuating cycles of poverty and marginalisation.

To address these issues, there is a pressing need to embed a value-laden curriculum within the school culture. Such a curriculum goes beyond academic knowledge to prioritise the development of social-emotional competencies such as empathy, resilience and social responsibility. By instilling these values early on, schools can help students navigate life's challenges and become active contributors to their communities.

Despite efforts to reform the education system, Serbia continues to face significant obstacles, including a shortage of qualified teachers. This shortage, particularly pronounced in public schools and vulnerable areas, hampers efforts to provide quality education to all students. Without sufficient teachers to shape young minds and provide guidance, students are deprived of meaningful learning experiences that are crucial for their academic and personal development.

Addressing these challenges requires a multifaceted approach that encompasses investment in education, teacher training and curriculum development. Moreover, fostering partnerships between schools, communities and government agencies is essential for creating an inclusive and supportive educational environment. By prioritising education and providing the necessary resources and support, Serbia can empower its youth to overcome obstacles, fulfil their potential and contribute positively to society.

PROGRESS

In partnership with OpenCom, we have initiated the implementation of our social-emotional learning curriculum across selected schools in Serbia's underserved communities. This initiative forms part of our broader JEDI (Justice, Equity, Diversity and Inclusion) programme aimed at combating peer violence and fostering inclusive educational environments.

This programme prepares young, highly educated recent graduates as a re-skilled or up-skilled catalyst teaching force that would navigate value-laden processes while developing growth mindsets, resilience to malign influence, media literacy and the culture of justice, equity, diversity and inclusion. After a rigorous, highly selective recruitment process, we trained 20 highly educated, open-minded, forward-thinking young leaders from diverse professional, educational and socio-economic backgrounds and placed them as teachers in the 10 most underserved and underrepresented communities in Serbia. 

The initial phase of our JEDI (Justice, Equity, Diversity and Inclusion) programme commenced with remarkable momentum. Working closely with OpenCom, we began laying the foundational elements of our social-emotional learning curriculum. Our approach combined rigorous educational frameworks with culturally sensitive implementation strategies, ensuring that our intervention resonates with local communities while maintaining high educational standards.

Our curriculum development phase progressed significantly, with comprehensive needs assessments completed across our target schools. These assessments informed the development of our social-emotional learning frameworks, which OpenCom helped refine through their expertise in monitoring and evaluation protocols. The engagement with our target schools was particularly encouraging, with all ten institutions demonstrating strong commitment to the programme's objectives and actively participating in preliminary planning sessions.

As we moved through the initial phase of implementation, our focus centered on establishing robust programme infrastructure across our selected schools. This encompasses the training of local educators and facilitators, who served as the primary agents of change in their communities. We invested considerable effort in developing culturally sensitive learning materials that reflect local contexts while advancing our core JEDI principles. These materials were carefully crafted to ensure they resonate with both students and educators while maintaining their transformative potential.

In addressing the complex challenges of implementing this programme in remote areas, we have encountered several significant hurdles. The geographic isolation of many of our target schools initially presented logistical challenges for programme delivery. However, we have successfully developed innovative hybrid delivery models that combine in-person and remote support mechanisms. Cultural and linguistic considerations have been carefully navigated through close collaboration with local community leaders, who have become strong advocates for our program.

The project implementation was additionally challenging because of the massive protests in Serbia that obstructed the teaching and learning process in schools. Some of the schools were closed while others decided to operate on the legal minimum of lesson delivery, which was 30 minutes per lesson only. With a heavy focus to cram the curriculum in such a short period of time, edu-leaders proposed to postpone the implementation of the programme so that they focus on the quality of its delivery rather than on meeting the deadline. We communicated this proposal to the donors, who approved the programme extensions for six more months.

Aftet a summer break, we assumed the programme implementation in September 2025. Our monitoring and evaluation framework have been fully activated during this period, allowing us to gather vital data on programme impact and make necessary adjustments to our approach based on real-time feedback from participants and facilitators.

By the project's conclusion in December 2025, we anticipate reaching over 10,000 children through our workshops and counseling sessions. More importantly, we expect to establish sustainable JEDI-resilient environments within all ten participating schools. These transformed educational spaces will serve as models for future expansion, demonstrating the potential for positive change in challenging circumstances. Our comprehensive impact assessment, led by OpenCom, will document these transformations and provide valuable insights for future initiatives.

The San Paolo Charity Fund's generous grant of €77,000 has been strategically allocated to maximise impact across all programme components. Our financial management approach emphasises transparency and efficiency, ensuring that resources are directed where they can create the most significant positive change. Working closely with OpenCom, we have established robust financial monitoring systems that track expenditure against outcomes, ensuring optimal resource utilisation throughout the project lifecycle.

Our partnership with OpenCom has proven invaluable in ensuring programme quality and effectiveness. Their expertise in monitoring and evaluation has strengthened our ability to measure and demonstrate impact, while their experience in similar initiatives has helped us anticipate and address potential challenges. This collaboration has established a strong foundation for programme success, combining local knowledge with international best practices.

As we progress through this transformative academic year, our commitment to creating lasting positive change in Serbia's educational landscape remains unwavering. Through our JEDI initiative, we are not simply implementing a program; we are building the foundations for a more inclusive, equitable and supportive learning environment that will benefit generations to come. The enthusiasm and engagement we have witnessed thus far give us confidence that our vision of creating safe, nurturing educational spaces for all children, regardless of their circumstances or abilities, is within reach.
