1. Context and Justification

Between late 2023 and early 2024, the city of Kalemie (DRC) was heavily affected by intense rains, resulting in widespread destruction. Among the most impacted groups were 90 households of persons with disabilities, left homeless and more vulnerable than ever. Already marginalized, these individuals now face heightened risks of exclusion, violence, and neglect.

In response to this humanitarian crisis, this project offers a rapid, inclusive, and sustainable solution in collaboration with GlobalGiving, ensuring tailored assistance that respects the rights and dignity of persons with disabilities.

2. Problem Statement

People with disabilities in Kalemie live in precarious conditions. The floods have:

  • Destroyed their homes,
  • Severely limited their access to clean water, healthcare, and food,
  • Excluded them from conventional humanitarian aid mechanisms.

Without adapted intervention, these households will remain invisible in emergency responses, deepening their marginalization.

3. Project Objectives

Overall Goal:

To ensure the safety, dignity, and social inclusion of persons with disabilities affected by the floods.

Specific Objectives:

  1. Improve Accessibility
    • Rehabilitate key infrastructure to be inclusive and accessible.
  2. Enhance Protection and Safety
    • Build accessible and safe temporary shelters.
    • Train emergency teams on the specific needs of persons with disabilities.
  3. Provide Economic and Social Support
    • Distribute essential supplies.
    • Support economic recovery through microcredit and vocational training.
  4. Promote Inclusion and Participation
    • Involve persons with disabilities in response and planning processes.
    • Raise community awareness on the importance of inclusion.

4. Expected Outcomes

  • Inclusive and resilient infrastructure benefiting the whole community.
  • Strengthened social cohesion through the inclusion of persons with disabilities.
  • Economic and social empowerment of affected households.
  • Increased civic participation in local crisis management.

5. Preliminary Analysis and Planning

Field assessments conducted in 2024:

  • Identified the specific needs of affected households,
  • Mapped priority zones for intervention,
  • Informed the design of inclusive and sustainable solutions.

6. Estimated Budget

Total required for implementation in 2025: $45,500 USD

This amount will cover:

  • Construction of accessible temporary shelters,
  • Rehabilitation of essential infrastructure,
  • Distribution of emergency supplies,
  • Vocational training and economic inclusion activities.
