During the reporting period, HRFRA continued to implement activities aimed at promoting and protecting the rights of sexual minorities within the Great Lakes region. The project maintained a strong focus on community empowerment, human rights awareness, and constructive institutional engagement to address persistent challenges such as discrimination, violence, exclusion, and limited access to justice faced by sexual minority communities.
Key activities included targeted human rights education sessions, facilitated community dialogues, and strategic engagement with civil society actors and human rights defenders. These interventions sought to strengthen beneficiaries’ understanding of their fundamental rights, applicable legal protections, and available support mechanisms, while also fostering solidarity and reducing stigma at the community level. Particular attention was given to ensuring that activities were inclusive, confidential, and responsive to the local context.
2. Achievements and Results
During this period, HRFRA achieved the following results:
Conducted awareness-raising initiatives reaching sexual minority individuals and allied community members, with a focus on legal rights, personal safety, psychosocial well-being, and access to referral and support services.

Project implementation continued to face challenges related to a restrictive socio-political environment, widespread stigma, and fear among beneficiaries, which can limit open participation and public engagement. Security and confidentiality concerns also required careful planning, discreet implementation modalities, and ongoing risk assessments to ensure the safety of participants and staff.
Despite these constraints, HRFRA applied risk-sensitive approaches, flexible scheduling, and trusted community-based methods to sustain progress while prioritizing protection, dignity, and do-no-harm principles.
