While conditions deteriorate in the refugee camps othe Thai/Burma border, DARE Network has been preparing for the imminent repatriation of people from the camps, to their home in Karen State and beyond.  The Thai government has indicated they expect the refugees to be gone in the next couple of years.  The International Donors have, over the last 3 years, almost completely withdrawn support from the border refugee camps.  People are hungry, living in falling down shelters, depressed and fearful.  International NGOS are slowly withdrawing their services from the refugee camps, leaving a deficit in health and education.

Meanwhile, the Myanmar government has done little to make conditions safe for the return home of the refugees.  Military troops remain in the areas of the refugees' homeland, despite a ceasefire. Rather than withdraw from the area, the military is entrenching themselves.  There are still landmines everywhere.  People have no land to return to.  It makes the prospect of the return unlikely, despite all the talk of it.  And yet the refugee camps have become a dire place to stay, with suicide rates soaring within the populations and in particular, young people.

In the face of all this local organizations, like DARE Network, remain on the ground.  Because of the conditions and the insecurity for their future, young people in the camps are more and more resorting to drugs and alcohol to relieve their feelings.  DARE continues to work with the youth give them a place to share their frustrations, find new ways of thinking about the future and to understand that substance abuse will only make them hurt more.
