- In Rwanda, there is a general lack of public interest in children under three. Also, due to the unstable financial support of the Rwandan government, there are no educational facilities and curriculum for infants and toddlers. Therefore, quality education and protect quality education and protection of infants and toddlers are needed. - Delays in development in infancy negatively affect social adaptation such as school adaptation and academic achievement, which can continue until adulthood.

- The project will establish a ECD(Early Childhood Development) Center and Home based ECD(HBECD) which will provide qualified ECD service to children - The project will cultivate parents with parenting knowledge and practical skills. - The project will build governments and communities with accountability in the ECD field.
