About Pak Mission Society:

Pak Mission Society (PMS) is a national relief and development organization established in 2004 and registered on 13th February 2008 under the Societies’ Registration act XXI of 1860 in Khyber Pakhtunkhwa, Pakistan and signed a Memorandum of Understanding (MoU) with the Economic Affairs Division (EAD), Government of Pakistan in November 2017.  PMS was founded by a group of Christian professionals whose collective vision is to bring hope and love by responding to human sufferings and disasters through emergency relief efforts and delivering long-term rehabilitation and development programme.  Since its establishment, PMS is serving unreached and underprivileged communities in impoverished areas regardless of race, gender, ethnicity, class, religion and social background.

Executive Summary:

Pak Mission Society (PMS) continued to support flood survivors of 2022 floods in Sindh, especially those in vulnerable conditions, who faced dearth of lifesaving supplies including staple food.  The marooned populations struggled to put up with day-to-day challenges such as to feed themselves, seek protection from vector disease and mosquito seek safe and secure places to spend the night as well as look for dry place to set up make-shift tentages.  It was immensely hard for the households who had almost lost livelihoods means and purchase power, and were in que to survive on charity. Buying of household items and food stuff also got impossible due to price hike as profiters tried to earn most at times of chaos and uncertainty. PMS responded to the needs of flood survivors and delivered Ready to Use Supplementary Food (RUSF) for disable children and distributed Mosquito-Net, Tarpaulin sheets and food-packages in Nawab Shah and Khairpur districts.   In this response PMS strategic donors also complimented GlobalGiving contribution and managed to reach large number of individuals.

Project Objective:

  • To provide food-ration packages including RUSF to the most deserving and disable children to improve their nutritional needs.
  • To provide emergency health care services including shelter cover to vulnerable women and girls in the flood affected areas in Sindh. 

Implementation Methodology:   

Pak Mission Society has been one of the first respondent organization and had penetrated in the area based on its existing/on-going projects in Sindh.  In the post-flood situation PMS participated in different clusters such as WASH and Sanitation, Health, Education, UNOCHA (UN coordinating body and its 5Ws team roster), District Government and NGOs Coordination Cluster Group in Sindh.  PMS for this response partnered with Hayat-e-Now (a national NGO), and jointly visited the target areas and identified disable children.  In addition, most vulnerable households were identified in coordination with the local leadership as well as lists maintained at the district level to avoid redundancy and reach to the deserving beneficiaries. In total 140 disable children were identified and 280 households were selected for response.

Activity:  

PMS through its extensive flood-relief response in Sindh, and exceptional coordination at the district level, as well as long-standing liaison with the civil society and relief organizations was able to identify the ground realities and needs of the flood affected populations.   This activity was selective for the disable children and most vulnerable households who were in need of nutritional intake and shelter protection including protection from mosquito. The target communities were mobilized and parents and care-giver of disable children were informed to accompany them on the distribution of venue.  Lists were finalized and distribution/collection tokens were given away to the beneficiaries. The distributions were witnessed by district administration, community elders, representative of Hayat-e-Now and PMS, whereas the local security department was engaged for law and order.  In general, 280 households/beneficiaries were of the view that all of the items including food packages, tarpaulin sheets and mosquito nets were most needed for their survival and wellbeing.  140 Disable children and their care givers also appreciated most significant support of RUSF that will save children from malnourishment and meet the nutritional needs of children. 

Challenges:

  • It was observed that flood response and distribution of items is mostly designed on consumables, that is over after certain period of time, and hence leaves flood survivors to go back to square one, as the same needs pop up again and again.   
  • To maximize the output and outcome of the relief package; items such as food packages, tarpaulin sheets and mosquito nets were arranged to cover large number of beneficiaries and household members, so that benefit is bountiful at the household level. 
  • PMS gave due importance and privilege to the disable children who were neglected in most distributions.  Though finding and listing of disable children was not easy but required extra efforts to identify the most deserving children with special needs. 
  • After distribution of mosquito net and tarpaulin sheet PMS field teams organized “how to use” orientation sessions for the beneficiaries as most of them were finding hard to put up mosquito nets and tarpaulin sheets.  For them it was first time to use such items. 

The Lesson Learned:

  • Pakistan was already facing health challenges and its health system and services are poorly managed and over stretched.  NOGs have a good chance to highlight the need for medical care for the neediest in the remote areas so that government could pay attention to this neglected need.
  • Food and livelihoods in the rural areas especially for land-less populations have emerged as critical domestic need which could be addressed by kitchen gardening and homebased poultry, or small businesses around traditional artifacts including jewelry, dresses, pottery, dairy products, farming and so on.  Such initiatives with proper mechanism such as cooperative, and collaborative approaches, aligned to harness social safety nets will ultimately help communities to achieve sustainable growth pattern in the longer run.       

Co-ordination with Government:

PMS is having a long-standing goodwill relationship with the district administration and health, education and social welfare departments at the provincial level and district levels.  We believe having such liaison helps PMS to reach unreached areas and most neglected populations, which required No Objection Certificate (NOC), every time we plan new intervention.  We appreciate the level of understanding by the government line-departments and earnestly honor their trust on PMS, because there is a procedural chain within the administrative system who contribute to the approval of our work.

Co-ordination with other Projects:

PMS has identified Sindh as its strategic area for development goals to help most neglected segment of society to break the vicious cycle of poverty and enjoy fullness of life.  Since PMS came into being, the organization has been responding to the emergency needs of the community being a single nexus organization which initially had the relief mandate.  However, with the passage of time PMS has moved to triple nexus organization and covers humanitarian, development and social cohesion, that inspires its interventions to move in a strategic manner, taking humanity to develop and live in a cohesive environment.  That is the reason that Sindh has been always a priority of PMS and in post-flood scenario, Sindh is going to be the crucial geographical area of all PMS programming.  PMS has a heart for the unreached and as an organization PMS would stand by unreached communities as long as the need is there.
