Housing Justice in a Time of Urgency

In Puerto Rico, the fight for dignified housing has become increasingly urgent. Recent policy and regulatory proposals threatening subsidized housing protections have created fear and uncertainty for thousands of families already struggling with rising living costs, unstable employment, and the long-term consequences of displacement and economic inequality. Through Alquileres Dignos, Ayuda Legal Puerto Rico has continued responding to this moment through advocacy, organizing, legal education, and direct legal representation focused on protecting the right of people to remain in their homes and communities.

During this period, a significant part of our work has focused on advocacy processes connected to proposed regulatory and policy changes that could severely impact access to subsidized housing. We have worked alongside community organizations, tenants, and allied groups to create awareness, mobilize participation, and support public engagement around proposals that disproportionately affect people with low or unstable incomes, individuals dedicated to unpaid caregiving work, immigrant communities, and LGBTQI+ communities facing heightened vulnerability to discrimination and housing instability.

These efforts have included legal analysis, educational materials, community meetings, coalition-building, and direct accompaniment designed to ensure that impacted communities understand both the immediate and long-term consequences of these proposals. At a moment in which many residents feel excluded from public policy discussions that directly affect their survival and stability, community education and collective action remain essential tools for defense and resistance. Our work has sought not only to respond to harmful proposals, but also to strengthen the ability of communities to organize, advocate, and demand accountability.

At the same time, we have continued offering legal education initiatives with a strong emphasis on older adults and people with disabilities. These spaces continue to reveal the enormous need for accessible information about housing rights and available protections. Many participants are navigating threats of eviction, barriers within subsidized housing systems, unsafe housing conditions, or discriminatory practices without access to legal guidance or representation. The need for legal empowerment remains profound, particularly for populations that are frequently isolated from legal resources and public conversations about housing policy.

Alongside these advocacy and educational efforts, Alquileres Dignos continues litigating in defense of families at risk of displacement because they cannot afford rent or because they are facing unjust housing practices. These cases reflect a broader crisis affecting renters across Puerto Rico, where too many families continue living one emergency away from losing their homes.

This is why sustained support for integrated housing justice strategies remains so important. Legal representation, community organizing, policy advocacy, and legal education are deeply interconnected. Together, they help families not only respond to immediate threats, but also strengthen their capacity to defend their rights, remain in their communities, and imagine a more just housing future.
