Hurricane Recovery Work Continues in Florida

Dear Friends of All Hands & Hearts,

In response to Hurricanes Helene and Milton, All Hands and Hearts (AH&H) launched a longterm disaster recovery program in Pasco County, Florida, following the devastating backtoback storms that struck the region in September and October 2024. These storms caused widespread flooding, structural damage, and displacement—often impacting the same households multiple times and significantly delaying recovery.

AH&H mobilized rapidly, delivering immediate cleanup and stabilization services before transitioning into a comprehensive recovery program focused on restoring safe, healthy, and dignified homes for vulnerable residents. Thanks to early, flexible funding and strong partnerships, AH&H has been able to sustain an operational presence and scale recovery efforts well beyond the initial response phase.

Our current program timeline extends through April 2026, with Phase 1 concluding in December 2025 and Phase 2 now underway, focused on contractorled recovery repairs for technically complex homes.

Program Highlights and Achievements

AH&H’s Florida program demonstrates the power of strategic, layered funding paired with volunteer and contractor delivery models. Early anchor funding enabled stabilization of floodimpacted homes and positioned the program to effectively leverage subsequent recovery grants.

Key highlights include:

  • Sustaining continuous operations from rapid response through longterm recovery
  • Successfully integrating volunteerled and contractorled repair models
  • Building internal and local capacity through training and partnerships
  • Exceeding projected response and recovery deliverables

Program Accomplishments

Response Work Completed:

  • 62 Muck & Guts
  • 58 Mold Sanitations
  • 15 Debris Removals

Total Response Scopes Completed: 135

Recovery Work Completed:

  • 32 Homes Fully Repaired
  • Additional homes supported through overlapping volunteer and contractor scopes

Volunteer and Capacity Building Impact

To support both immediate recovery needs and future disaster responses, AH&H implemented a Site Supervisor Training (SST) Program. This initiative strengthened internal leadership capacity and increased deployable recovery expertise.

Volunteer engagement during the reporting period included:

  • 354 unique volunteers representing 33 nationalities
  • 24,394 total volunteer hours contributed
  • 6,136 volunteer days
  • Net Promoter Score: 86

Community Partnerships

Strong collaboration with local organizations was central to program success. Key partners included:

  • Pasco County LongTerm Recovery Group (LTRG)
  • Pasco County Emergency Management
  • Gulfview Grace Brethren Church (Food Pantry)
  • Metropolitan Ministries
  • SBP
  • Christ in Action
  • Florida Disaster Fund and Volunteer Florida
  • American Red Cross

These partnerships supported homeowner referrals, permitting navigation, food security, outreach, and mental health awareness, while strengthening longterm recovery networks across Pasco County.

Program Challenges

The program encountered several operational challenges, including:

  • Instability of baseofoperations due to shortterm site availability and fire code restrictions
  • Hazardous materials concerns (asbestos and lead) in pre1980 homes
  • FEMA’s 50% rule limiting eligible recovery scopes
  • Shortages of longterm volunteer Team Leaders during peak response
  • Data management delays during rapid response phases

AH&H addressed these challenges by strengthening safety protocols, expanding leadership training, hiring staff earlier to support data management, and formalizing SOPs and MOUs to improve longterm program stability.

Our Impact to Date

  • 1,249 individuals served
  • 170 households supported
  • 167 total scopes of work completed
  • 354 volunteers engaged
  • 24,394 volunteer hours contributed

These outcomes exceed original projections and reflect the compounded impact of layered funding, strong partnerships, and sustained volunteer engagement.
