An Ongoing Commitment

There’s no denying that serving children with disabilities and their families in an under-resourced environment like Cambodia can be challenging. But Children In Families prefers to look at challenges as opportunities. This is captured in the name of our Therapy Services program. We call it ABLE, an acronym for Accepted, Belonging, Loved, Empowered. We continually strive to push against barriers so that all children know: 

  • They are accepted
  • They belong
  • They are loved 
  • They have support to reach their goals

Our aspirations are sometimes hindered by systems and circumstances beyond our control. It requires a big investment in time and energy, and a lot of prayer, to see a shift in these systems and circumstances. But, as we look back over the 13 years that ABLE has been operating, we can see some of these shifts happening.

There are so many things we take for granted. Having a birth certificate for one. Imagine your limitations if you didn’t have this important document! Many marginalized children in Cambodia still don't. This includes orphaned children and children with disabilities. In a symbolic way, having a birth certificate signals that you matter, that you are officially part of the community. But the ramifications go far beyond symbolic.  

In Cambodia you need a birth certificate to enroll in school, to apply for the Disability ID card (a government-issued card which grants eligibility for special privileges and services), and to apply for a government ID. A government ID, in turn, is required for access to vocational training and employment, voting, getting married, purchasing a home, etc. 

As a non-governmental organization, CIF doesn’t have the capacity to issue things like birth certificates. But, we do advocate persistently for the issuing of these documents. This February we succeeded in getting birth certificates for two more children, ages eight and eleven. We had been working for years to get birth certificates for both of these children!  While we are excited about this success, there is more work to do - 16 out of 36 children receiving ABLE services still lack them. 

Another recent win was the adoption of two children by their foster families. You can read about one of these stories in our recent report for CIF’s “Helping Children Grow Up In Loving Families” project.

ABLE started in 2013 and has directly served 100 children since our inception. Currently 36 children are being supported by our hardworking ABLE staff. Here are some key details about the children currently in care:

  • The current age range is 3 years to 20 years (average age 11 years)
  • Of the children in ABLE, 24 are in foster familes, 10 are in their own biological or extended families, and 2 have been adopted
  • The length of time children have been receiving ABLE services ranges from 6 months to 13 years. (10 children have been a part of ABLE for the entire 13 years since we started. The average is nearly 8 years)
  • Diagnoses of children in the program include cerebral palsy, autism, blindness, Down syndrome, Achondroplasia (dwarfism), communication impairment, congenital anomalies, and HIV
  • The ABLE team supports children in 5 different provinces in Cambodia
  • Eight to ten children regularly participate in our respite care and CIF is working to make respite available for more children with disabilities.  

We are so very grateful for those of you who are supporting this project to ensure that children with disabilities and their families have the support they need. So far for 2026 we have received $510 in donations to this project. Every gift, large or small, makes a difference. As our project title indicates, our goal is to support at least 80 families, but we needs more support to reach this goal. Please reach out to us if you’d like to talk to us about how you can help us grow our network of supporters to help cover the unmet need.
