Lack of support for your project could be due to a number of factors, including the project's relationship with existing government and donor structures, lack of public awareness about the project, and the high levels of HIV/AIDS stigma in Burundi. Coordination challenges, a heavy reliance on external funding, and internal issues within the country's health sector may also be significant barriers. 

Potential barriers to support:

Coordination and leadership:

A lack of a central coordinator made it difficult for the Ministry of Health to lead effectively, which weakened coordination among other actors.

Some powerful actors were opposed to coordination because they felt it could threaten their own mandates and power.

Funding issues:

Burundi is heavily dependent on external funding, with a high percentage of funds coming from donors who often impose strict financial and accountability rules.

External donors also have significant involvement in the policy-making process, which can undermine local ownership and coordination.

Internal constraints:

The country has faced multiple internal constraints, including a history of conflict and an administrative burden that can inhibit coordination.

The presence of widespread HIV/AIDS stigma in Burundian society can also create challenges for those working on the issue.

Lack of awareness:

It is possible that the project's goals and activities are not well-publicized, leading to a lack of public support or understanding.

To overcome coordination issues, it is important to engage with the Ministry of Health and other key stakeholders to identify how your project can best complement their efforts.

Building trust and transparency with donors is also crucial, especially in areas of financial accountability.

Seek diversified funding:

To reduce dependence on external funding, it is important to explore opportunities to secure more domestic resources and support for your project.

Address stigma:

To combat the negative impact of stigma, focus on raising public awareness and promoting inclusive attitudes towards people living with HIV.

Promote project visibility:

To increase public and donor support, you may need to publicize your project's goals, activities, and impact through awareness campaigns and outreach efforts.
