When a welfare facility for persons with disabilities (PWDs) stop operating after a disaster, persons with disabilities (PWDs) in that area lose their place to live.
AAR Japan has conducted a survey on 20 facilities, including 4 in Nagano Pref., 1 in Tochigi Pref., 12 in Fukushima Pref., 2 in Miyagi Pref., and 1 in Saitama Pref. in order to understand the damage conditions and support needs. After the survey, AAR gave support to 14 facilities in repairing the damaged buildings and providing furniture and fixtures.
“Hatsukari no ie” is a group home for persons with disabilities (PWDs) with a capacity of 50 people, and most users are people with autism. After the disaster, many users evacuated to their homes and nearby facilities until the group home reopened in April 2020. Some people with severe behavioral disorders had to stay at a general welfare center nearby for a long period of time because there was no other option.They had to stay at the gymnasium at the general welfare center. To reduce the risk of violent behavior, nothing other than mats could be placed.
The repair work for the restoration of the facility was carried out promptly in consideration of the situation of users. In addition to repairing the building, all the furniture and fixtures necessary for the users for their lives had to be arranged, and AAR supported and purchased some of the beds, tables, chairs, etc. The dining set provided was almost the same as the one before the disaster so that there is no problem for users' environmental adaptation.
AAR will keep providing support for disabilities welfare facilities at various locations in the area affected by typhoon Hagibis. We plan to continue activities to strengthen the resilience in the affected areas.
