Present method of consultation verses old model
In this 21st century, there has been a deliberate shift away from use of the term nongovernmental organization (NGO), which refers more narrowly to professional, intermediary and nonprofit organizations that advocate and/or provide services in the areas of economic and social development, human rights, welfare, and emergency relief. For instance World Bank traditionally used to focus on NGOs in their operations through dialogue, given their prominent role in development activities. Today, Kole Intellectual Forum together with other actors including of course World Bank, they have decided to reach out more broadly to the members of societies so that they can provide necessary services that shot their demand; other than the previous approaches that the decision for service provision were developed from far (top bottom approach).
To Kole Intellectual Forum, their objectives to consult members of their society is to:
• Improve on the quality of decision-making process by capturing the experience of specialized individuals or other groups of individual that may be relevant on to them.
• Tap the knowledge of members that live within the community
• Give voice to the poor and ordinary people
• Promote sustainability by proposing reforms in their projects, programs, and policies
• Appreciate the variety in the needs of different population groups, including gender, ethnic, socio-economic, or geographical variations
• Set the foundation for broad-based participation in the ensuing design and implementation of development interventions
• Assist governments in increasing transparency, public understanding and citizen involvement in development decision making
