Summary

Romania is preparing the transition from emergency solutions offered to refugees fleeing the war in Ukraine, to longer-term solutions to be offered especially to the most vulnerable willing to settle in the country. Groupe SOS and Ateliere Fara Frontiere, along with public and private partners, are launching a pilot program to provide a 360 solution to 50 vulnerable households (100 beneficiaries), for 6 months, from medium-term accommodation to full social support (legal, social, psychological).

Challenge

To date, 600.000-800.000 people from Ukraine have crossed the Romanian border and 80.000-120.000 are still here. In the medium-term, estimates vary from 80.000 to 350.000 Ukrainians likely to settle in Romania (UN's IOM estimate). Among them, 10-20% are estimated to be in vulnerable situations, i.e. women at risk often accompanied by their child(ren), refugees with disabilities or serious illnesses, people from ethnic minorities, victims of trauma.

Solution

General objective of the project: contribute to the integration of the most vulnerable refugees from Ukraine in Romania. Specific objectives: (1) welcome and house people with dignity to avoid creating ghettos of refugees; (2) provide refugees with social, cultural, educational, legal, and psychological assistance to accelerate their independence; (3) propose a complete, high quality work integration scheme for the most vulnerable populations to insure life projection

Long-Term Impact

Solution: a 360 solution from accommodation to complete social support to work-integration, with an ecosystem of public and private partners. If this pilot is successful, the project can scale up and open more widely to vulnerable beneficiaries, refugees and host population, in Romania.
