The new cycle begins with a Ministry of Education (MEC) led by a pair of former governors of Ceará, a state where the implementation and continuity of good educational public policies have transformed learning outcomes in Basic Education.

The path to reconstruction passes through open dialogue with civil society, and through the sharing of good practices and successful experiences learned and systematized here in Brazil.

Todos Pela Educação continues to play its role in producing knowledge, articulating with key actors, public monitoring, and strategic mobilization, with the objective of sharing diagnoses and proposals developed throughout 2022, under the Educação Já program.

We cannot forget that the challenges facing Brazilian education demand a proactive contribution, which looks for solutions and allows the construction of educational public policies that span mandates, articulate priority agendas in states and municipalities, ensure permanent improvement of educational results, and reinforce the role of the MEC in the coordination and technical and financial support to the Federation entities.

KNOWLEDGE PRODUCTION

The public policy proposals we suggest and formulate at Todos Pela Educação are based on evidence and data compiled, analyzed, and used to develop diagnoses. Our production aims to qualify the debate and support the decision-making of the different spheres of the public power.

| WHAT PUBLIC SCHOOL TEACHERS THINK

An opinion poll commissioned by Ipec, the result of a partnership between Todos Pela Educação, Itaú Social, Instituto Península, and Profissão Docente, interviewed about 6.7 thousand elementary and high school teachers from public schools throughout Brazil. Among other data, the survey showed that 84% agree that face-to-face courses prepare teachers better for the beginning of their profession. On the other hand, only 19% believe that current Pedagogy and teaching degree courses are actually preparing teachers well. By hearing what teachers think about topics such as professional valorization, career progression, and the role of Education secretariats, the research reinforces the need for improvements in training.

| 'EDUCATION THAT WORKS' ON CANAL FUTURA AND GLOBOPLAY

To show that Brazil has much to teach Brazil, Todos Pela Educação traveled around the country with the Education That Works project and got to know some of the best educational experiences of the last decade. At the beginning of 2023, the series, consisting of mini-documentaries, was shown on Canal Futura and is available on GloboPlay. The series can also be watched on the Todos' YouTube channel and on YouTube Learning.

MOBILIZATION OF KEY ACTORS

| RECOMMENDATIONS TO THE NEW MEC

With numerous visits to Brasília, Todos Pela Educação started the year presenting to the Executive Secretary of the Ministry of Education, Izolda Cela, a set of diagnoses and proposals developed throughout 2022 under Educação Já. After supporting the work of the transition team, the new cycle allowed for a round of interaction with the new MEC, with the objective of contributing in a more proactive and specific way, focusing on solutions. This is what has been done in these first months of the new government, with dialogue and participation of civil society alongside Minister Camilo Santana and his team in the resumption of an active MEC, capable of leading and coordinating Educational Policies.

| REINFORCING THE NATIONAL SCHOOL FEEDING PROGRAM (PNAE)

In March, Todos released the technical note Scenarios for budgetary recomposition and strengthening of the National School Feeding Program, in which it analyzed the next challenges to be faced within the scope of the PNAE. The document was released in the context of the announcement by the MEC of the recomposition of the per capita values applied by the program, a correction that Todos applauded for adjusting a prolonged lag and with increasingly harmful effects in the face of the worsening scenario of food insecurity that Brazil faces. The need to review this policy more broadly, however, was highlighted as a fundamental step. The document presents the most urgent challenges in current legislation and the model for distributing transfers.

EDUCATION ON THE AGENDA OF SOCIETY

Planning is good. But to change the game in public education, the key lies in the engagement of teachers, principals, and other education professionals. This is the central point of the essay by Olavo Nogueira Filho and Gabriel Corrêa, executive director and leader of Educational Policies at Todos, published on our website.

| EDUCATION POST-PANDEMIC

Todos' CEO, Priscila Cruz, analyzed in a report for Jornal Nacional the data from the School Census, which showed a resumption of enrollments in Basic Education at the same level as before the pandemic. Priscila called, however, for attention to teacher training.

| A LOOK AT INEQUALITIES

In an interview with journalists José Roberto de Toledo and Alberto Bombig, within the program Análise da Notícia, from UOL, Priscila Cruz called for a more sensitive look from the country and public managers towards the poorest children.

In an article in O Globo newspaper, Priscila Cruz suggests that, in the MEC to be reconstructed, Minister Camilo Santana and Executive Secretary Izolda Cela need to structure a national policy for Basic Education that puts into practice the lessons learned from Paic and PAR, two programs born in 2007.

Priscila Cruz participated in the Sesi Senai International Education Seminar held in March at the Mané Garrincha Arena in Brasília. She was alongside Nuno Crato, former Minister of Education and Science of Portugal, and Rafael Lucchesi, Director of Innovation and Technology at Sesi/Senai, on the panel "Education Policies for the Country's Development", moderated by Pilar Lacerda, associated researcher at the Center for Public Management and Educational Policies Development of Fundação Getulio Vargas (DGPE/FGV) in Rio de Janeiro. Names such as the Minister of Education, Camilo Santana, the professor at the Aeronautics Institute of Technology (ITA) Sônia Guimarães, the specialist in Professional Education for Latin America and the Caribbean (OREALC/Unesco), Ramon Iriarte, the President of Google Cloud for Latin America, Eduardo Lopes, among others, also participated in the seminar.

WHAT'S AHEAD:

We ended the first quarter of a year of changes in the political scenario and the opening of new dialogues to build and reconstruct good educational policies. With the return of the Ministry of Education to action and the debate on priority agendas, the moment requires continuous effort, intersectoral vision, and political will to recover losses and promote advances until we effectively have quality education for all children, young people, and adults in the country.

All for Education is a civil society organization created with the mission of improving Brazil by boosting the quality and equity of public Basic Education (access, trajectory, learning). Brazil has made progress toward ensuring the right to education, however, the quality of its supply, the guarantee of learning, continues to be its greatest challenge. In recent years, Todos's efforts have been concentrated on advancing Education Now!, an agenda of effective solutions, anchored in evidence and successful experiences in Brazil and around the world, which seeks to respond to the challenges of education. To this end, it produces knowledge to support decision-making at different levels of public power, and promotes the mobilization and engagement of key players on the national scene.

Main actions and impacts:

LAUNCHING EDUCATION ALREADY 2022

With the support of specialists and other civil society organizations, All For Education produced "Education Now 2022: contributions for the construction of a systemic agenda for Brazilian Basic Education". Sent to a wide range of political actors, the document was launched at the "Annual Meeting Education Now", of All For Education, on April 26th. The agenda includes recommendations for emergency actions, to mitigate the effects of the pandemic in Basic Education, and proposals for structural measures, articulated in a systemic way, to raise the quality of Basic Education and reduce inequalities in the country's educational systems.

COMMITMENT TO EDUCATION PROGRAM

The Compromisso com a Educação program, which aimed to raise the awareness of municipal public managers about the importance of prioritizing Basic Education, came to an end in the first quarter of 2022. Municipalities from all regions of Brazil have engaged with an agenda that prioritizes Public Basic Education.

NATIONAL EDUCATION SYSTEM APPROVED

In March, the Senate approved the Complementary Law Project that institutes the National Education System (SNE), fruit of a long and deep debate over the last years among parliamentarians, educators, specialists, and civil society organizations. The SNE gives Brazil the tools to guarantee the right to quality public education for all.

TECHNICAL NOTE IMPACT OF THE PANDEMIC ON CHILDREN'S LITERACY

A technical note produced by Todos showed the size of the pandemic's impact on Brazilian public education. Produced based on the continuous Pnad from 2012 to 2021, the note recorded the 66.3% increase in the number of 6- and 7-year-old children who, according to their guardians, could not read and write. The number went from 1.4 million in 2019 to 2.4 million in 2021. The content was featured in the national and international press.

TECHNICAL NOTE - ANALYSIS ABOUT THE PROJECT THAT CHANGES THE ICMS

A technical note published on May 30 expressed concern about the approval by the House of Representatives of the Complementary Law Project no. 18/2022, which changes the collection of the Value-Added Tax on Sales and Services (ICMS) on fuel and electricity in all Brazilian states. The change, if implemented the way it was presented, would significantly reduce the investment in Education, precisely at the most challenging time for the recovery of children's learning rights. After much debate and political articulation by "Todos Pela Educação" (All for Education), an amendment was approved to reduce the damage to Education, making the recomposition of the Fundeb resources and reducing the drop in resources in the area due to the effects of the proposal. However, the president of the Republic vetoed this mechanism, causing Brazilian education to lose billions of reais.

EDUCATION THAT WORKS INITIATIVE

In June, Todos launched the second season of the audiovisual series Educação que Dá Certo (Education that works), an initiative that maps, analyzes, and shares evidence-based educational policies adopted by different education systems in the country with a focus on improving the quality of education. Basic Education. In addition to the series, complete studies about the networks were published, based on data analysis, research, and interviews with those who are part of this history.

ANNUAL MEETING AND EDUCATION ALREADY AWARD

Leaders, educators, specialists - all gathered in an unprecedented meeting to debate the current challenges and the ways to move forward in Brazilian Basic Education at the Annual Meeting Education Now 2022: Renewing the Commitment. The spirit of urgency and the political need to renegotiate the commitment to Education and future generations, especially in an election year, as well as the critical analysis of the pandemic period, were themes that permeated the meeting, which also honored and recognized, with the 1st All for Education Award, the work of people who contributed to Basic Education.

EDUCATION CARAVANS NOW

From April to September, Todos traveled all over Brazil to mobilize for the cause of quality Public Basic Education. The Education Now Caravans were especially important at this decisive moment for the country, in a process of listening, dialoguing and mobilizing pre-candidates, local leaders from various sectors, the school community and opinion makers. The objectives of this initiative were: 1. to give (greater) knowledge to the main candidates in the states about the technical document of Education Now, in order to make it a reference for the construction of the government's program and, especially, for the eventual administration; 2. to raise awareness in the local public debate about the Basic Education agenda, creating the basis for the mobilization to be sustained until the elections. Presence in 14 Brazilian states, which correspond to 84% of Basic Education enrollments; Meetings with 215 people of great regional influence, among governors, secretaries and mayors; Education Now 2022 was delivered to 45 pre-candidates for state governments.

RESEARCH WHAT PUBLIC SCHOOL PRINCIPALS THINK

A survey commissioned by Datafolha, in a partnership between All for Education and Itaú Social, interviewed principals of Brazilian public elementary and junior high schools and high schools.High School. The data showed, for example, that according to the great majority of professionals in this category, the predominant model for selecting principals is not ideal. Although more than half of the public school principals are appointed by indication from the Secretary of Education, only 5% of them believe that this is the best way to choose. For 93% of those interviewed, the selection processes for school management should evaluate the technical competencies of the candidates.

TECHNICAL NOTES ON THE SAEB AND THE IDEB OF 2021

The release of the results of the System for the Evaluation of Basic Education (Saeb) assessments and the Basic Education Development Index (IDEB) for 2021 motivated two technical notes. Recognizing the relevance of the two learning indicators and the dissemination of their results, Todos showed that the atypical context of information collection and approved applications, due to the Covid-19 pandemic, generates risks of undue comparisons.

TECHNICAL NOTE INCLUSIVE EDUCATION NOW

In partnership with the Rodrigo Mendes Institute, All launched the document Inclusive Education: Recommendations for Inclusive Education Policies. With the conviction that education needs to guarantee full learning and full access to all children and young people - regardless of their socioeconomic situation, place of birth, gender, or whether or not they have a disability - the document seeks to support the construction of an educational agenda for state and federal governments with an inclusive perspective. The document is part of Educação Já 2022.

SABBATICALS WITH PRESIDENTIAL CANDIDATES

As part of a set of initiatives aimed at qualifying the electoral debate, All has joined Folha de S.Paulo newspaper in the Education Sabbaticals to hear the government plans of the main candidates for the Presidency of the Republic. In live broadcast events, Rossieli Soares, Reginaldo Lopes, and Ivo Gomes - representatives of the campaigns of Simone Tebet (MDB), Luiz Inácio Lula da Silva (PT), and Ciro Gomes (PDT), respectively - showed what their candidates think are the priorities for education. Brazilian public education. Jair Bolsonaro's campaign was invited, but did not respond.

YOUNG PEOPLE RESEARCH: WHAT DO THEY WANT FROM SCHOOLS?

What do students in Brazil's public schools think and what do they expect from learning? As part of the Education Now 2022 initiative, All has carried out a broad process of listening to the school community and, in partnership with the Telefônica Vivo Foundation, the Natura Institute and the Sonho Grande Institute, commissioned Datafolha to conduct an opinion poll with high school students from public schools all over Brazil and in each state to understand their perception of school and Education.

The survey showed, for example, that almost all (98%) want a school that prepares them for the job market, and the vast majority believe that technology can improve learning. As part of this action, Todos also organized a round table discussion with ten young people from all over Brazil to discuss the themes of the survey.

MAPPING EDUCATION IN THE STATES

Understanding that gathering available data and analyzing it with criteria is fundamental for the formulation of more effective public policies, All elaborated the Panoramas of Basic Education for each of the Brazilian states.

TECHNICAL NOTE DISTANCE LEARNING ADVANCES

Distance learning courses will account for 6 out of every 10 teachers trained in Brazil in 2020 - a high number, especially when compared to other courses in Brazilian Higher Education (on average, 24.6%). This and other relevant data on teacher training can be found in the Overview of Graduates in Initial Teacher Training Courses, a study carried out by Todos based on the Higher Education Census. The survey also reveals that the percentage of graduates in distance education in teacher training has never grown as much as it did between 2019 and 2020.

TECHNICAL NOTES BUDGET UNDER REVIEW

In three technical notes, All reaffirmed its commitment to monitoring the resources allocated to Basic Education and to analyzing the federal government's priorities for the area. One of them analyzed the Annual Budget Bill (PLOA) for 2023, showing a drop of almost R$1 billion in resources for Basic Education, compared to the previous year. Two others unraveled the MEC's budget blockade, which exceeded R$2 billion in Basic Education and affected, above all, infrastructure support.

COMMITMENT TO LEARNING - ELECTED GOVERNORS

In partnership with UNESCO, All is organizing an unprecedented event in the recent history of the country for all 27 governors elected in 2022 to select their collective and concrete commitments in favor of Basic Education.

SUPPORT TO STATE AND FEDERAL MANAGEMENTS

Details of the proposals in the Education Now 2022 synthesis document. In order to detail the proposals presented, All For Education is also producing, with the support of organizations and specialists, specific material for the various themes of Education Now, with the aim of contributing to the next administrations.

ALL FOR EDUCATION AND THE TRANSITION TEAM OF THE NEXT FEDERAL GOVERNMENT

The technical support, which is anchored in the productions of Educação Já, will be independent and voluntary, without any nomination to office.

Todos Pela Educação, represented by Priscila Cruz, executive president, was made official among the collaborators of the Education Working Group in the government transition cabinet. The announcement was made on Monday, November 14th, by the vice-president-elect Geraldo Alckmin, who presented the complete list of the group's 14 participants.

COMMUNICATION CAMPAIGN EDUCATION NOW

The mobilization inaugurated in the Annual Meeting Education Now 2022 marked the invitation for the entire Brazilian society to make a commitment to the quality of Brazilian public basic education. A mobilization that is already in the social networks, in the media, in OOH points, in meetings and debates promoted by Todos, involving experts, political leaders, pre-candidates, business men, teachers, students and representatives of civil society. CNN NOTABLE AWARD

Todos was awarded the CNN Notables Award - Education Category, presented in a ceremony held in São Paulo, in March. It is a recognition of our work throughout 2021, in the fight against the setbacks in public education caused by the pandemic.

DARCY RIBEIRO AWARD

Todos was one of the three winners of the Darcy Ribeiro Education Award, granted by the Education Commission and the Board of the House of Representatives, dedicated to recognizing people or entities whose work or actions deserve to be highlighted in the defense and promotion of Education in Brazil. "Todos has a history that permeates our lives as parliamentarians", acknowledged Congressman Professor Israel Batista, president of the Parliamentary Mixed Front for Education, during the voting. The award ceremony will take place on November 22nd, at the Noble Room of the House of Representatives. The National Council of the Institutions of the Federal Network of Professional, Scientific and Technological Education (Conif) and the National School of Public Administration (Enap) will also be honored.

SOCIAL ENTREPRENEUR AWARD 2022

The work of All for Education against the profound consequences left by the pandemic in the lives of students was recognized by the Social Entrepreneur Award 2022, of Folha de S.Paulo and Schwab Foundation. In recognition of the actions of information, articulation, and mobilization throughout the country, such as the support for the acceleration of vaccination of education professionals, guidelines to support the safe and gradual reopening of schools, and guidance to public administrations to face the emergency effects, such as gaps in learning and an increase in school dropouts.

According to the words of the executive president of Todos Pela Educação:

We anticipated that 2021 would be a difficult year, and we were correct. The multiple agenda imposed on Brazil and Brazilian Basic Education amid a pandemic required effort, work, technical capacity, resilience, partnerships, and political articulation with key actors capable of meeting the year’s challenges. Features that
are normally prohibitively expensive for Todos Pela Educação and that, in 2021, proved to be even more critical for our struggles and accomplishments throughout the year.

We work for the resumption of classrooms with a rhythm and effectiveness capable of initiating the long process of learning recovery for millions of children and teenagers who were absent from the classrooms. As a result, it was critical to work with the Forum of Governors to expedite the vaccination of educators and ensure adequate measures for school reopening.

We also actively participate in the Public debate for the National Education System regulation, whose agenda made important advances in the National Congress in 2021 and will be one of the priorities for 2022. We mapped some of the best educational experiences promoted throughout Brazil, within the Educação Que
Dá Certo initiative; we systematically monitor data to evaluate policies and results, providing evidence and technical content to inform the educational debate.

We closed the year launching the debate foundations for the future, with the Educação Já 2022: a stimulus for discussion and the commitment of candidates, parties, and society to a robust and transformative agenda, to make quality public Education a major national priority. Guided once again by our priority agenda for Brazilian Education, the Educação Já! We started 2021 mobilizing majors for the Education structuring challenges.

These and many other initiatives and accomplishments - which reaffirm the foundations of Todo’s work - are detailed in this activity report, a lengthy list for which we can only thank the executive team, consultants, associates, maintainers, supporters, and partners:
