Unión Alianza is one of the most remote neighborhoods in the city of La Paz. Its residents live on steep terrain near the “Pura Pura” woodland. This year, rainfall has been persistent and increasingly intense, saturating the ground within minutes and heightening the risk of landslides.
Against this backdrop, installing a community alarm is essential. The initiative followed several weeks of coordinated work with residents, including training on mobile-device use, defining the logistics for the alarm’s placement, and appointing designated coordinators to manage the early warning system.
This early warning system represents a significant improvement in the neighborhood’s disaster-risk management. It replaces ineffective measures used in the past, such as shouting, whistles, or firecrackers. Its effectiveness is reinforced by training provided by Red Hábitat to local leaders on its operation and implementation.
The system enables residents to respond promptly by evacuating their homes and moving to designated safe areas. Trained designated coordinators activate the precautionary protocol, and trained families follow it by assembling at meeting points and in stable zones previously geolocated on their mobile devices.
