Libraries Sustainability: Active Public Diplomacy

The democratic election of leaders who manage community libraries allows for locally led development. Democracy allows Sustainability and Local Ownership.

Unlike traditional Central American public or municipal libraries, Riecken Community Libraries, as a parther of ASHA in Guatemala, promote an American model of Public Library. Riecken libraries are independent, sustainable pillars of local communities, often second only in the village’s stature and importance to the local school and municipality offices. 

And Democracy, inspired as a Best American Practice, is one of the active principles of the community library model. Democratically Elected library Boards of Directors is essential for the governance of the library and therefore for its sustainability. The open election of persons in leadership positions is a core American value.  Riecken defines democratically elected leadership as the process of selecting individuals to serve as library board members in a competitive, public, democratic manner—a process by which the candidate(s) with the highest number votes cast by the electorate (participating community residents) wins the position. Riecken libraries are community-owned and managed by volunteer citizen boards, elected by the entire community. Despite outside support and financing from Riecken and the municipal governments, decision making and policy are directed by the community itself. The libraries are places of civic engagement, where local issues are analyzed and discussed, and local solutions are identified and resolved together as a community. Examples of library-initiated projects for the communities include women’s entrepreneurship training, girl readers’ clubs, youth leadership clubs, and the development of local teacher skills using the library as a base.

Libraries Demonstrate Democracy Delivers. Riecken Communuty Libraries help community partner demonstrate that democracy can deliver for people in the community. Las bibliotecas Riecken elevate a kind of local diplomatic engagement to protect and promote democratic values and alliances, resilient and open information environments, technology that respects democracy and human rights, and responsive and accountable institutions that deliver for citizens. Libraries have greater understanding for the contribution that women can make to the political, social, and economic aspects of community life and appreciate the need for democratically elected volunteer boards, ADA compliance to include those with disabilities in the community library, and transparency in the libraries. 

The Democracy process allows the Locally Led Development is the process in which local actors – encompassing individuals, communities, networks, organizations, private entities, and governments – set their own agendas, develop solutions, and bring the capacity, leadership, and resources to make those solutions a reality. ASHA recognizes that local leadership and ownership are essential for fostering sustainable results across our development and humanitarian assistance work. For the Riecken Foundation, it is essential that there is a group of citizens committed to the library's mission and the efforts involved in promoting it, based on community volunteering. And the active participation of women is essential in our community library model.Once they express their interest in a library to the Riecken Foundation, the focus, mission and values of a community library of the model promoted by the Foundation are shared with them. Transparency, volunteering, inclusion, responsibility and respect are some of the values that we wish to transmit. An example of this is Miriam, a young women who is the president of the Board of Directors of the El Tejar Library in Chimaltenango. For Miriam, “being a representative part of my community satisfies me and fills me with pride. As leader of the board of directors, I have assumed a strong commitment so that the library in my community is a reality and that it can be of support for children, youth and adults”.

The new library of El Tejar (Chimaltenango) in Guatemala, as well as the rest of the community libraries that are part of the Riecken network, with support from USAID/ASHA (American Schools and Hospitals Abroad), have improved their technological equipment, their collection of books and furniture.  Riecken community libraries, with with support from USAID/ASHA, will continue to help transform a single building block -- a community library with free computers, internet, print resources and programs -- into a springboard for democracy building, local leadership development, women’s empowerment, civic engagement and social justice in Guatemala. Riecken community Libraries are a demonstration and promotion American principles of inclusiveness and equality, civic engagement, free expression and independent inquiry. Together with the USAID / ASHA program, we will give a concrete response to promote community cohesion.

Riecken Community Libraries are a social platform and an essential space for the social cohesion present in 11 communities in Guatemala; 14, in a few months.
