The delivery of emergency aid in the Democratic Republic of Congo (DRC) is plagued by chronic violence, severe funding shortfalls, widespread corruption, and a multitude of logistical challenges. These issues create a deeply complex and neglected humanitarian crisis, particularly in the conflict-ridden eastern provinces. 

Insecurity and humanitarian access

Targeted violence: Armed groups frequently attack aid workers, humanitarian facilities, and displaced persons' camps. These assaults endanger staff and restrict the ability of organizations to reach vulnerable populations.

Exploitation and abuse: Incidents of sexual exploitation and abuse by some aid workers have been reported in the past, with cases surfacing as recently as 2020. This systemic issue expl

Physical barriers: Poor infrastructure, road closures due to fighting, and the occupation of strategic towns by armed groups severely restrict humanitarian access. This leaves many people in hard-to-reach areas without vital assistance.

Monusco's withdrawal: The phased withdrawal of the UN peacekeeping mission (MONUSCO) is raising concerns about the resulting security vacuum. Humanitarian agencies must adapt to this changing landscape. 

Funding crisis

Dramatic underfunding: The DRC's humanitarian response plan is consistently and severely underfunded. For instance, in 2024, the plan was only 50% funded despite critical and mounting needs.

Sudden aid cuts: In June 2025, an abrupt freeze of US aid funding—which previously accounted for a significant portion of emergency aid—caused some projects to collapse entirely.

Limited resources: Insufficient funding forces organizations to make agonizing choices about which populations to prioritize, leaving millions without support. 

Corruption and aid diversion

Systemic corruption: The Congolese government and armed groups have been implicated in the diversion of humanitarian aid. Corrupt practices include extortion at checkpoints, fraudulent procurement, and embezzlement, which prevents aid from reaching its intended recipients.

Aid worker misconduct: Beyond sexual exploitation, reports of fraud and abuse within aid organizations have been acknowledged by UN officials. These incidents further damage trust and undermine the effectiveness of aid delivery. 

Humanitarian needs outpace response

Record displacement: The number of internally displaced people in the DRC is one of the highest in the world, with millions forced to flee their homes repeatedly. Displacement camps are often overcrowded and lack basic services.

Spiraling food insecurity: Eastern DRC faces one of the world's most severe hunger crises. Ongoing conflict disrupts agriculture and trade routes, causing local food prices to increase and leaving millions acutely food insecure.

Worsening health crises: Overcrowding, poor sanitation, and the collapse of health infrastructure lead to repeated outbreaks of cholera, measles, and mpox. Attacks on hospitals and disruptions to medical supply chains leave vulnerable populations, such as pregnant women and children, without care.

Gender-based violence: Sexual and gender-based violence (SGBV) is widespread and used as a weapon of war. Cases have been rising, and many go unreported. Overcrowded displacement camps offer minimal protection, and aid organizations are struggling to provide adequate psychosocial and medical support to survivors. 

Logistical and environmental factors

Poor infrastructure: Crumbling roads and closed airports hamper the transport of aid and personnel, delaying critical emergency responses.

Climate change impacts: Recurrent and severe flooding, exacerbated by climate change, destroys infrastructure and displaces millions, compounding the humanitarian crisis.

Democratic Republic of Congo (DRC) is facing a severe humanitarian crisis, exacerbated by lack of funding. Millions of people are in need of assistance due to conflict, displacement, and disease outbreaks. The humanitarian community is calling for $2.54 billion to provide aid to 11 million people, but funding remains insufficient. This shortfall is forcing aid organizations to make difficult decisions about who to assist. 

Here's a more detailed breakdown:

Humanitarian Needs:

Displacement:

The DRC has the highest number of internally displaced people in Africa, with hundreds of thousands also fleeing to neighboring countries as refugees. 

Conflict:

Ongoing conflict is a major driver of displacement and humanitarian needs, with recent escalations in the eastern part of the country. 

Disease Outbreaks:

Outbreaks of cholera, measles, and other diseases are common due to poor living conditions and lack of access to healthcare. 

Food Insecurity:

The DRC is facing the largest hunger crisis in the world, with millions experiencing acute food insecurity. 

Protection Concerns:

There are widespread reports of sexual violence, including against children, highlighting the urgent need for protection services and medical assistance. 

Education Crisis:

School closures due to conflict and displacement are disrupting the education of hundreds of thousands of children. 

Health System Weakness:

The healthcare system is struggling to cope with the various crises, with hospitals facing shortages of fuel, beds, and medical personnel. 

Funding Gaps:

The Humanitarian Response Plan for the DRC is chronically underfunded.

In 2023, the plan was only 41% funded, and in 2024 it was 44% funded.

This lack of funding is forcing aid organizations to make difficult choices about which needs to prioritize. 

Response Efforts:

International organizations like the IFRC and the UN are working to provide assistance, but their efforts are hampered by limited resources. 

The EU has provided €60 million in humanitarian aid, but more is needed. 

Aid organizations are providing essential services such as shelter, clean water, food, and medical care. 

They are also working to address protection concerns,

including gender-based violence and the needs of unaccompanied children. 

Efforts are also being made to restore basic services like education and access to clean water. 

Consequences of Underfunding:

Lack of funding means that many people in need are not receiving the assistance they require. 

It can lead to increased suffering, malnutrition, and disease outbreaks. 

It can also undermine the effectiveness of humanitarian efforts and hinder long-term recovery

5, the global acute malnutrition level is 5.2 percent and chronic malnutrition is 19.6 percent.  

Food insecurity doubled from 2013 to 2023, due to multiple challenges. Food prices remain high because of persistent fuel shortages and outages. 

As an oil-dependent economy, the country is highly vulnerable to fluctuations in global oil prices. Meanwhile, youth unemployment stands at an alarming 42 percent, and fiscal instability – including increasing debt levels – has contributed to a downgrade in the country’s credit rating.

The Republic of Congo hosts around 80,000 refugees, primarily from the Central African Republic and the Democratic Republic of the Congo. Refugees are concentrated in flood-prone areas with limited livelihood opportunities. Up to 300,000 people in the Republic of Congo, including refugees, are affected by flooding each year.

The World Food Programme (WFP) responds to crises and builds long-term resilience in 11 out of 12 departments in the Republic of Congo. WFP’s role is increasingly shifting from operational to advisory, through building government capacity to carry out initiatives. 

What the World Food Programme is doing in Congo

Crisis response

WFP provides food or cash assistance and nutrition support to 108,600 vulnerable people, including refugees, asylum seekers, returnees, local flood-affected populations, acutely malnourished children and women, and people living in urban areas who have been impacted by shocks and crises, including ethnic conflict, political violence and floods. Where appropriate, the assistance is combined with livelihood opportunities like food for assets, in which to receive food, beneficiaries create or rehabilitate assets like roads and infrastructure that enhance the economic resilience of their communities
