It has been four years since Russia’s full-scale invasion of Ukraine. In 2026, the war still rages on, Kiev is under constant attack without heating in the cold winter. Refugees keep arriving and those who are in Hungary face increasing difficulties due to the restrictions on accessing vital services.
The Hungarian Helsinki Committee (HHC) continues to provide legal assistance to people fleeing the war. Our lawsuit where we represent 94 refugees, among them 73 children, is still ongoing after one and a half years, although it concerns access to subsidized housing for the most vulnerable. In this procedure, the families we represent are all impacted by the legislative changes, introduced by the government in the summer of 2024, arbitrarily taking away housing support from them, as they do not come from a region in Ukraine that the Hungarian government considers to be directly affected by the war.
In 2025, as a result of our litigation efforts, 10 refugees from Ukraine received a position decision in their cases and are now eligible for state-funded housing. This is a victory for these refugees but unfortunately not for all the families. Last year, we appealed the rejection decisions that 42 clients received and are now awaiting the decision in their cases on 25 February, just one day after the fourth anniversary of the war. What we are fighting for in this case is access to basic services such as housing. All the families we represent received temporary protection from the Hungarian government. However, the protection received remains an empty shell without content unless recipients have access to such vital services as housing.
