Keeping the Shelter Alive Despite Severe Funding Constraints: Project Report – Ny Trano Manga Women’s Shelter
IRC Africa, in partnership with TERATANY
Ambovombe, Southern Madagascar
Summary
Since its establishment in January 2025, Ny Trano Manga - the first and only women’s shelter in Madagascar - has been providing life-saving protection and support to women and children affected by violence.
To date, we have supported over 70 women and their children.
During this reporting period, we are facing a critical challenge: severe funding constraints that have forced us to scale down our operations.
And yet - we chose not to close.
Current Situation
Due to limited funding:
The number of women we can host has decreased from approximately 17-20 to 5-10
We have relocated to a smaller and less suitable facility
Services have been reduced to emergency-level support only
Currently, we provide:
Safe accommodation for women in crisis
Immediate protection
Basic support
Medical care is now limited to urgent cases only.
Why This Work Is Critical Now
Women and girls continue to arrive after experiencing:
Sexual violence
Physical abuse
Forced and early marriage
In Southern Madagascar, where formal protection systems are extremely limited, the shelter is often the only safe place available.
The meaning of reduced capacity is simple:
Women, we cannot take in.
A Difficult but Necessary Decision
Scaling down was not a choice.
It was the only way to ensure the shelter continues to operate.
Rather than shutting down, we chose to continue saving lives - even at a reduced scale.
We remain committed to our mission:
With the right support, the shelter can return to full capacity and expand again.
Key Challenges
Severe and ongoing funding shortages
Significant reduction in intake capacity
High demand far exceeding available space
Reduction of essential services
Looking Ahead
Our immediate goal is to stabilize operations and restore the shelter to its previous capacity.
With adequate support, we will be able to:
Increase the number of women we serve
Improve living conditions
Restore essential services, including regular medical care
Why Your Support Matters
Even in its reduced form, the shelter continues to save lives.
But its full potential is much greater.
Your support can:
Help bring more women into a safe space
Improve basic conditions
Restore and expand our operations
We chose to keep going.
Your support can help us grow again.
