Project Report | Feb 22, 2026
Quarterly Report December 2025

By Hazel Skeet | Manager

The last three months of 2025 were incredibly busy for us.

We have been working with our local city Commune to implement a Trap Neuter Vaccinate and Release Scheme (TNVR).  It has become clear to us that the Commune are not currently committed to the programe.  They have not released the sterilised and vaccinated dogs back on to the streets, despite many requests from us.  TNVR has been shown to be the only effective way to control street dog populations and stop the spread of rabies.  However for it to be effective, the vaccinated and sterilised dogs have to be released to the street.

We came to a very difficult decision, to withdraw from the programe.  We have to give 3 months notice of our intention to leave, which we have done in writing.

As a result we have decided to take as many dogs as we can when we leave.  This means we have to work out where to keep the dogs and also we need to get them all sterilised (we have already sterilised about 120 of them).  So far we have taken over 100 very young orphaned puppies who were in the Commune Animal Center and some adult dogs.

We have started a fundraising campaign to help us cover the costs of sterilising the remaining dogs.

We intend to enlarge our Shems Refuge to accommodate the adult dogs we take with us at the end of our partnership.

In the last three months we neutered and vaccinated 61 dogs and 210 cats, bringing the total for the year to 279 dogs and 833 cats.

Over the same period we took in 139 dogs (315 for the year) and 21 animals were adopted - taking our annual total to 98.

The Farm Refuge is full of puppies, growing and playing and keeping all the staff on their toes.

As always there seems no end to the issues that we face, and we will keep on doing what we can to make life better for the animals in Morocco.
