Community in the forefront - Rural Guinea Bissau

This project demonstrates WellFound’s flagship model of community ownership, where communities take full responsibility for managing, protecting, and sustaining their water systems in close collaboration with trained technical staff. Implemented in Burne Balanta and Dame Wabe, the programme moved beyond infrastructure delivery to establish locally led systems that place decision-making and accountability firmly in community hands.

A total of 37 community leaders were trained in governance, financial management, and routine maintenance of water systems. These leaders now serve as the primary custodians of the infrastructure, working directly with technical staff for oversight, troubleshooting, and long-term system performance. Community Management Committees and General Credit Committees (CGCs) were formed and strengthened, ensuring transparent financial practices, documented decisions, and collective oversight of resources.

The project delivered two fully operational, solar-powered boreholes and ten functional water points, significantly improving access to safe water. Communities actively led installation processes by providing labour, transporting materials, and supporting flow testing, while technical staff provided specialised guidance. Hygiene promotion and household visits further reinforced responsible water use.

Sustainability is driven by community-agreed rules and financial contributions. Households approved a monthly maintenance contribution of 250 FCFA, signalling a clear shift from dependency to responsibility. Initial payments began by December 2025, demonstrating early commitment to shared financial management. Communities were also equipped with logbooks, three-key safes, and basic maintenance tools, enabling them to independently manage day-to-day operations while engaging technical staff only when required.

This approach ensures that water systems are not owned by the project, but by the communities themselves—today and into the future.
