Recycling plastic into oil via pyrolysis, transforming it into construction materials like cobblestones, and planting trees represents an integrated circular economy approach to combating pollution and climate change. These initiatives convert waste into fuel or durable goods while fostering environmental restoration through reforestation. 

Plastic to Oil (Pyrolysis)

Process: Waste plastic is cleaned, shredded, and heated to roughly 500°C–871°C in an oxygen-free reactor, causing thermal cracking (pyrolysis).

Output: The process converts plastic polymers into hydrocarbon vapor, which is condensed into synthetic oil (similar to diesel/fuel oil).

Yield: Approximately 12 tons of plastic can produce 7,000 liters of oil, with some plants achieving an 80% conversion rate.

Applications: The resulting oil can be refined into fuels for industrial generators, ships, or used as raw material for new plastics.

Plastic to Cobblestones (Construction Materials)

Process: Non-recyclable, mixed, or low-grade plastics are melted and often mixed with sand or other binding agents.

Products: This mixture is molded into durable, long-lasting cobblestones, paving bricks, or eco-lumbers.

Benefits: This technique keeps waste out of landfills and oceans while creating construction materials that are often stronger than traditional concrete.  Planting Trees

Objective: Integrating tree planting complements the industrial recycling process by actively removing 

 from the atmosphere to combat climate change.

Environmental Impact: Reforestation efforts help conserve ecosystems, strengthen biodiversity, and rehabilitate areas affected by waste accumulation. 

This combined approach addresses the plastic crisis by providing economic incentives to collect waste (turning it into oil/materials) while financing environmental restoration (tree planting). 

As plastic waste piles up and recycling rates remain disturbingly low, policymakers and researchers are exploring alternatives to manage the problem. A discussion paper by SAVE LIFE MAKE DIFFERENCE researchers Julio Arboleda and Evar Umeozor examines the potential of plastic-to-oil technology as a possible answer to the crisis, with a focus on Saudi Arabia's waste management landscape.

According to the OECD Global Plastic Outlook, global plastic waste production reached a massive 353.3 million tons in 2019, yet only 9% was recycled. The United States was the world's largest producer of plastic waste, followed by China. At the same time, the United States had one of the lowest recycling rates at just 4%. Even Europe, with advanced recycling technologies, recycles only 14%. In the Middle East and North Africa, the recycling rate stood at 5%.

Although there is no official data on plastic waste in Saudi Arabia, the country generated an estimated annual average of about 53 million metric tons (MMT) of garbage during the past decade, with plastic accounting for 10-15%. A staggering 95% of this waste ends up in landfills or is disposed of untreated in the environment, with only 5% recycled.

However, Saudi Arabia has ambitious plans: by 2035, the Kingdom aims to process more than 106 MMT of waste annually, with a 42% recycled and 19% designated for energy generation through incineration.

To achieve these goals, innovative processes and waste management systems will need to be developed. Plastic-to-oil is one such technology with the potential to make a significant impact. While not a comprehensive fix, it can play a valuable role in reducing environmental pollution when combined with other initiatives. More importantly, plastic-to-oil technology has the potential to create a profitable market for recycled plastic waste, encouraging recycling on a larger scale in many countries.

"The concept of the 'plastic bank' or money for plastic is one of the most attractive methods for increasing plastic recycling," says Arboleda. "Converting plastic to energy, specifically plastic to oil, is one way of doing this, especially if oil prices can cover production costs."

Another advantage of plastic-to-oil, particularly through pyrolysis, is its relative maturity compared to alternatives such as the use of nanocellulose to accelerate biodegradation of polymers or genetic methods to increase the production of bioplastics, which are in early stages of development.

The authors believe it could be one of many solutions to treat critical levels of accumulated plastic waste.

Promise vs. reality

Despite the promise it offers, plastic-to-oil technology faces several challenges before it is accepted, notes Arboleda. "These include the cost of the process; the generation of toxic side products; the uncertainty of plastic waste as feedstock; and a lack of consensus about the greenhouse gas emissions benefits of pyrolysis oil production."

Additionally, plastic-to-oil conversion is still an emerging technology, with a limited number of suppliers providing the specialized pyrolysis systems required. However, by 2024, some projects employing plastic-to-oil technologies were already operational, demonstrating profitability and success.

One of the biggest challenges for producers remains securing a consistent and reliable supply of standard-quality plastic waste. This highlights the need for a sustained, well-organized recycling infrastructure to support the industry. Most of the successful pilot plants are in countries with advanced recycling programs, such as Austria and Norway, which demonstrate the feasibility of plastic-to-oil conversion under controlled conditions.

In Saudi Arabia, save life make difference in collaboration with GG and TotalEnergies has already launched the first processing plastic waste to oil plant at scale in the MENA region.

Like many emerging technologies, converting plastic to oil is significantly more expensive than producing oil from conventional sources, which continues to offer more attractive profits to investors. However, the authors emphasize that the technology will be operated as a plastic waste management solution rather than an oil production alternative.

How much plastic could be converted to oil?

The authors-taking the significant challenges into account-use a conservative plastic-to-oil conversion rate of 70%. At this rate, the potential oil produced from plastic waste on a global scale is estimated at slightly over 1% of total global oil production-equivalent to 1.2 million barrels per day if all waste plastic were utilized.

A more realistic assumption places production at approximately 200,000 barrels per day under current conditions. However, by 2060, the amount could increase to 4 million barrels per day, depending on advancements in technology and their rate of adoption, factors that remain difficult to predict.

In Saudi Arabia, the authors estimate that plastic pyrolysis could initially produce over 12,000 barrels of oil per day, with the potential to reach some 124,000 barrels per day by 2060. While significant, this output remains small compared to the country's overall oil production capacity.

Producers of plastic-to-oil technology are actively working to address the challenges posed by the cost, feedstock, and byproduct management. The authors believe that, as these issues are addressed, there will be substantial growth in the role of this technology in mitigating plastic waste, potentially becoming an important solution to this pressing global issue.

"It complements the broader goals of waste reduction and recycling in a circular economy, emphasizing its role in waste management rather than large-scale oil production," concludes Arboleda.

Converting plastic to oil

The process of plastic-to-oil pyrolysis involves the thermal degradation of plastic in an inert atmosphere, breaking down the long-carbon chains in plastics into fuels like gasoline and diesel, along with some side products and impurities. To extract usable fuel, the resulting pyrolysis oil must be refined to separate it from unwanted substances. The pyrolysis process requires intense heat, operating at around 500°C.

The quality and type of fuel obtained depends on the nature of the plastic and its previous usage. However, even with high-quality plastic waste, the end-product still contains contaminants present in the original plastic that can cause corrosion, so requires further treatment before the oil can be used. This is done with purification and catalyst units that eliminate most contaminants from the synthetic fuel.

In addition, a purifier unit is needed to eliminate all the contaminants that were initially part of the plastic waste raw material. The purifier unit is usually installed before the catalytic reactor.

An innovative approach to sustainability combines three distinct efforts: recycling plastic into oil, repurposing it into construction materials like cobblestones, and planting trees to offset environmental impact. This integrated strategy offers multiple environmental and economic benefits. 

Recycling plastic into oil

This process, known as pyrolysis, breaks down plastic waste into hydrocarbon fuels. 

How it works: Plastic is heated to high temperatures in a sealed, oxygen-free reactor. This causes the polymer chains to break down into oil and gas. The resulting "pyrolysis oil" can be used as a fuel or as a raw material for new plastics.

Benefits: It reduces the need for landfills and incinerators, recovers energy from waste, and offers a potential alternative to fossil fuels.

Challenges: The process is energy-intensive, and some environmental and technical concerns remain. Critics argue it perpetuates fossil fuel use and can release pollutants if not managed properly. 

Recycling plastic into cobblestones

Plastic waste can be combined with other materials to form durable and eco-friendly building products. 

How it works: Startups melt down shredded plastic and mix it with sand or other materials. The mixture is then compressed into molds to create paving stones, bricks, and tiles.

Benefits: These cobblestones are significantly more durable than cement, resist breakage during transport, and can last for decades. Some products are also lighter and easier to install, reducing energy consumption during construction.

Companies: Companies like Zelij Invent (using 80% plastic waste) and TileGreen (using recycled plastic bags) are actively producing these materials. 

Planting trees

Tree-planting is a critical component of environmental remediation that complements the recycling efforts. 

How it works: Reforestation and afforestation programs plant new trees in deforested areas to restore ecosystems and combat climate change.

Benefits: Trees absorb carbon dioxide, improve air quality, restore biodiversity, and help prevent soil erosion.

Effectiveness: Organizations like Regreener, Trees for All, and One Tree Planted focus on projects that ensure long-term impact by selecting native species and involving local communities. 

Integrated approach

Projects in places like Burundi and the Democratic Republic of Congo have combined these solutions to maximize their impact. 

Goal: The aim is to create a circular economy where waste is minimized and resources are reused. Plastic waste is diverted from landfills to create valuable products and fuel, while reforestation projects restore the local ecosystem.

Example: A project on GlobalGiving aims to recycle plastic into oil and cobblestones while also planting trees to manage waste and combat climate change. 

The lack of support for projects combining recycling plastic to oil, cobblestones, and tree planting is likely due to various challenges, including the high cost and technical complexity of plastic-to-oil conversion, the potential generation of toxic byproducts, the need for large-scale infrastructure, and the fact that plastic-to-cobblestone applications are limited to non-heavy traffic areas. Additionally, projects can face issues with public education, stakeholder engagement, and the inconsistent supply of suitable plastic waste, which hampers the ability to scale up and gain broad support. 

Challenges with plastic-to-oil conversion

High costs: The process requires significant initial investment in pyrolysis machines.

Technical complexity: Pyrolysis requires precise control and can be energy-intensive.

Toxicity: The process can produce dangerous byproducts that must be properly managed.

Feedstock uncertainty: The process relies on the consistent availability and type of plastic waste.

GHG uncertainty: There is a lack of consensus on the net greenhouse gas emissions benefits of pyrolysis oil production. 

Challenges with plastic-to-cobblestones

Limited application: These cobblestones are best suited for non-traffic areas like walkways due to their lower compressive strength compared to traditional materials.

Performance: Their performance may vary depending on the plastic type and the specific mix used. 

Challenges with tree planting

Resource requirements: Tree planting requires land, water, and ongoing maintenance.

Scalability: While tree planting is vital, it can be a slow process to see significant environmental impact on a large scale. 

General challenges for the combined project

Logistical challenges: Gathering, sorting, and transporting plastic waste is a major hurdle, especially in developing regions.

Public support and education: A lack of public understanding of the benefits of these programs, and the importance of proper waste segregation, can hinder participation.

Lack of infrastructure: The necessary infrastructure for collecting, sorting, and processing the different waste streams is often lacking.

Economic viability: The project must be economically sustainable in the long term, but the costs associated with each component, coupled with potential market price fluctuations for products, can be a significant challenge
