Resilience Amidst the Rubble

When the earthquake rocked Syria and Turkey in early 2023, HALO was ready to provide relief to the victims as HALO has been working in Syria since 2016, focusing on landmine removal and explosive ordnance risk education. HALO’s excavator, usually used for mine clearance, was used for rubble removal and to recover personal belongings from the debris. Alongside the rubble removal and debris clearance, HALO’s victim assistance program quickly swung into action. HALO’s risk education teams provided support to two shelter centers, assessing, and monitoring the needs of internally displaced persons. HALO also collaborated with other humanitarian organizations, bridging the gap between victims and specialized services needed, offering treatment, hope, and recovery. HALO's case management staff provided and is still providing aid through psychosocial first aid, identification and assessment of specific needs, and other integrated case management to earthquake casualties and explosive ordnance and shelling victims.

Nour, a Syrian native, joined the HALO team as a case worker in 2021. Nour says, “My role is to assist the victims of the conflict.” Before the earthquake, Nour was supporting people who had been injured by mines and unexploded ordnance. She assessed their needs, referred them to specialized services, and provided them with transportation to attend the appointments.

Nour remembers she was paralyzed by fear during the earthquake. After the earthquake, people were increasingly afraid of the aftershocks. Nour says, “In a normal situation, most would feel safe in a room with walls, but not anymore.” Despite the immense hardships the people of Syria have gone through, Nour maintains a good sense of humor. Nour joked, “We escaped the war and the displacement, we escaped the earthquake and now are waiting for the next thing to happen, probably a volcano eruption.”

After the earthquake, Nour’s work drastically changed. Just two weeks after the earthquake, Nour resumed her case management work. However, she was helping the casualties from the earthquake and had a lot more work than before. As a result, she had a much wider network than before. Nour now coordinates with organizations, medical facilities, and volunteer groups to make sure they provide services in the most efficient way possible. Nour finds the most rewarding thing to be the increase of services in response to the heightened needs of her community. She is also happy that everyone is doing their best to provide services to all the people who need them.

Nour reflects and says that a new sense of solidarity was created between people after the disaster. She also says, “People made a lot of donations. They gave clothes, food, cash, everything they had that could help. It is great to witness that.”
