Keeping Vulnerable Families Safe and Warm

For many families in Afghanistan, winter is not simply a cold season—it is a period of uncertainty and hardship. A family living in a rural or displacement-affected community may enter winter without enough money to buy heating fuel, without adequate blankets or warm clothing, and sometimes without a safe way to heat their home. Parents are often forced to make impossible choices: buy fuel to keep their children warm, or use the same limited income to put food on the table.

Afghanistan remains one of the world's largest humanitarian crises in 2026. According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), approximately 21.9 million people—around 45% of the country's population—require humanitarian assistance. Years of poverty, food insecurity, displacement, climate-related disasters and repeated shocks have left families with very few resources to cope with another difficult winter. Communities are also facing the consequences of prolonged drought, while severe winters, heavy snowfall, landslides, flash floods and earthquakes continue to threaten already vulnerable households.

Food insecurity makes the situation even more difficult. During the 2025–2026 lean season, an estimated 17.4 million people are expected to experience crisis-level or worse food insecurity, while children and pregnant women remain particularly vulnerable to malnutrition. In addition, more than 2.6 million Afghans returned from neighboring countries in 2025, placing further pressure on households and communities that were already struggling to meet their basic needs. Women-headed households, children, internally displaced families and returnees are among those facing the greatest risks.

When families cannot afford heating, the consequences extend far beyond discomfort. Children may become more vulnerable to cold-related illness, miss school because of poor health or inadequate clothing, and spend nights in unsafe or unheated environments. Families may reduce their food consumption, sell essential belongings or take on debt simply to survive the winter. For a family already living on the edge, a small winter emergency can quickly become a much larger crisis.

Action for Development's Winterization Aid Project is designed to provide practical support before and during the harshest months. We provide vulnerable households with essential winter items, including heating fuel, traditional stoves, warm clothing, blankets and other winter necessities. This support helps families keep their homes warmer, protect children and other vulnerable household members from the cold, and preserve their limited household income for food, medicines and other essential needs.

But winterization is about more than providing supplies. It is about helping a family face the winter with greater dignity and security. A warm blanket can help a child sleep safely. Heating fuel can allow parents to keep a room warm without sacrificing money needed for food. Warm clothing can help a child continue attending school rather than remaining at home because of the cold. These practical forms of assistance can make a meaningful difference to families who have very few alternatives. We are about to start the fall season in the year, which marks by preparations for the winterisation assistance. We aim to extend our assistance to the most vulnearable families, this way we could contribute to their resilience. We will be locating internal and local markets which produce heating equipment and other supplies  so that we could develop a chain revolving within the country that would help the economical growth.
